The construction of Guangdong, Hong Kong and Macao Bay area provides new opportunities and challenges for the development of tourism economy in the bay area. In the process of building Guangdong, Hong Kong and Macao Bay area, developing tourism economy with cluster effect is the inherent requirement of realizing the development planning strategy of Guangdong, Hong Kong and Macao Bay area. At present, the multi-core tourism economic network structure in Guangdong, Hong Kong and Macao Bay area has been basically formed, but there are still some problems, such as the lagging development of tourism economy in marginal areas, the poor network function of some node cities, the homogeneity of tourism characteristics and fuzzy positioning in the bay area, and the failure of non core cities to give full play to their resource advantages. The inner part of Dawan district needs to coordinate the development of each city in the bay area through tourism cooperation, promote the integration and interaction of cities, strengthen economic ties, establish economic scale and reduce internal costs. Therefore, we should recognize the role of urban network, give full play to its functional advantages, focus on developing tourism in non core areas, give full play to its resource advantages, seek brand characteristics and create tourism culture.
